This removes a major regulatory overhang that we previously identified as a thesis breaker for CRML. However, the approval is not a final construction permit; the company still needs activity-specific operating permits and must meet the end-2028 exploitation deadline and financial security requirements. The announcement does not address the more pressing risks of non-binding EXIM financing, non-binding Saudi JV terms, and largely non-binding offtake agreements. While the stock may react positively, fundamental value hinges on converting these commercial and funding uncertainties into definitive agreements.

Implication

Investors should not extrapolate this single approval into a de-risked investment case. The company still faces a going-concern warning, limited cash, and reliance on dilutive equity raises. The EXIM LOI and Saudi JV remain non-binding, and offtake agreements are largely LOIs with counterparties that themselves have unproven capacity. Until CRML secures definitive project finance and binding offtake contracts covering a majority of production, the equity's risk-reward remains unattractive. Even with approval, the base case intrinsic value remains around $11, well below the current price if the stock regains momentum, and long-term investors should await evidence of commercial de-risking at a lower entry point.
